Colonel Michael L. Milnor (retired) is co-founder and a partner of Justice3D, a law enforcement leadership development training firm specializing in training and consulting allied professionals in the investigation and prosecution of sexual assault, child abuse, and all types of violent crime. Justice 3D applies a multidisciplinary team approach to every class in order to provide victim-centered, trauma-informed instruction to these sensitive and difficult cases. Mike brings 36 years of law enforcement experience to the role, most recently retiring as Police Chief of Altavista, Virginia. Through his extensive career he has worked in various positions, which include interim Sheriff, Director of Public Safety, Coordinator of an FBI/Virginia State Police multi-jurisdictional task force, Senior Supervisory Investigator, Undercover Narcotics Agent, Polygraph Examiner, and uniformed Deputy Sheriff. Many of Mike’s executive appointments were made after the agency experienced scandal or crisis. Mike is recognized for his skill in leading organizations back from crisis and returning them to healthy, productive agencies.
In addition to his involvement in thousands of investigations, Mike has significant experience teaching and developing courses at the national level on criminal justice, with an emphasis in sexual assault, child abuse, elder abuse, domestic violence, and interview and interrogation methods. Mike is a lead developer of Empathy Based Interrogation, a research-based philosophy of interview and interrogation that he has taught across the country. He worked as a residential assistant professor of criminal justice at Liberty University and has trained thousands of professionals across Virginia and the United States. Mike also co-authored to Virginia’s model law enforcement policies & protocols on sexual assault, domestic violence and stalking, and child death investigation. In 2016, he was selected to the core faculty of the National Center for Campus Public Safety. This position provided the opportunity to instruct at colleges and universities across the country in the areas of sexual assault investigation, Title IX and Cleary Act compliance, campus violence, and trauma-informed victim interviews.
Mike is married to his beautiful wife Penni and is a proud father and grandfather.
