Madeleine Behr is the policy manager for the Chicago Alliance Against Sexual Exploitation (CAASE), advocating for survivors of sexual harm, criminal justice reform, victims’ rights, among other issues. Before joining CAASE in 2018, she was a government and investigative reporter in Wisconsin, covering the 2016 elections, Wisconsin’s rape evidence kit backlog, and the electronic monitoring systems of formerly incarcerated people on the state’s sex offender registry, and more. Originally from the Chicago suburbs, Ms. Behr is a graduate of the University of Wisconsin-Madison with bachelor’s degrees in journalism and legal studies, and a graduate of DePaul University’s School of Public Service with a Master’s degree in Public Policy (MPP).
