Program Director, You Have Options Program, Detective, Ashland Police Department
Carrie Hull is a Detective with the Ashland (Oregon) Police Department, assigned to the You Have Options Program (YHOP) as the Program Director. She is also an instructor with the Oregon Sexual Assault Training Institute, teaching best practices in sexual assault investigation to law enforcement officers across the nation. In addition to serving as a member of the Legislative and Public Policy Committee for the Oregon Sexual Assault Task Force, Detective Hull is a member of the National Crime Victim Law Institute’s Advisory Council and a faculty member for the National Center for Campus Public Safety (NCCPS) instructing at their Trauma-Informed Sexual Assault Investigation and Adjudication Educational Program.
In 2013 Detective Hull formalized her approach to sexual assault reporting and investigations by founding YHOP, a national law enforcement program that provides reporting options for survivors of sexual violence. Since then, she has shared her expertise widely, through published articles, legislative testimony, and roundtable discussions facilitated by U.S. Senator Claire McCaskill. Detective Hull has also received numerous awards to recognize her work, including EVAWI’s Professional Impact Award in 2015.
