Sgt. Juliana Baker has transformed the law enforcement response to sexual assault in Palm Beach County, Florida. As supervisor for the sheriff’s office’s Special Victims Unit since 2019, Sgt. Baker sets the bar high for investigative excellence. She ensures her team is equipped with the training and resources to investigate effectively and to engage with victims using trauma-informed principles.
Beyond her immediate unit, Sgt. Baker’s focus on improving department practices has had a measurable impact on survivors’ experience with law enforcement. Recognizing that a survivor’s interaction with the first officer they encounter will influence the entire case, Sgt. Baker spearheaded the Sexual Assault Liaison Program for road patrol deputies. The program emphasizes trauma-informed responses and evidence preservation. Sgt. Baker is also working to implement Seek Then Speak to make the reporting process more accessible for survivors in the community.
Sgt. Baker’s influence extends beyond the sheriff’s office to law enforcement agencies across Palm Beach County. Through the quarterly meetings she initiated, regional law enforcement professionals collaborate to evaluate difficult cases, celebrate successes, and refine practices. Her efforts have strengthened relationships and fostered a more unified response across the county.
Detective Samantha Palmer, who nominated Sgt. Baker as a Game Changer, highlights her exceptional leadership, saying, “Sgt. Baker is the most supportive, involved sergeant I can imagine. She truly cares about her detectives—she’s available day or night when we need her.”
For her dedication to improving survivor experiences and her commitment to bettering the system at every level, EVAWI proudly recognizes Sgt. Juliana Baker as a Game Changer.
