Special Agent Evans (retired) currently holds the position as the Clery Act Compliance Coordinator for Old Dominion University in Norfolk, VA. She retired as a senior manager from the Naval Criminal Investigative Service (NCIS) in 2019 after serving for 22 years. Special Agent Evans’ last assignments with NCIS included the Special Agent in Charge and Assistant Special Agent in Charge of Criminal Investigations/Operations in Norfolk, VA as well as the as the Division Chief for the Family and Sexual Violence (FSV) and the Threat Management Programs. Prior to NCIS, Special Agent Evans served as a police officer and homicide detective for eight years with the Norfolk (VA) Police Department.

Special Agent Evans spent the majority of her career with NCIS working and supervising criminal investigations and is recognized by the Department of Defense as a subject matter expert in child crimes, domestic violence, and sexual assault investigations. As the Division Chief for the NCIS FSV Program, Special Agent Evans acquired federal funding to hire more agents and create and implement training in the neurobiology of trauma for the entire NCIS agent corps. Special Agent Evans also incorporated Navy and Marine Corps prosecutors into the training to instruct them on the effects of trauma on sexual assault victims. As the face of NCIS for the FSV Program, Special Agent Evans testified in front of Congressional panels such as the Response Systems Panel and the Judicial Proceedings Panel, which were mandated by the House Armed Service Committee to examine the investigation and prosecution of sexual assault investigations and the treatment of military sexual assault victims by law enforcement.

Special Agent Evans has presented on military sexual assault and domestic violence investigations, drug-facilitated sexual assault, the neurobiology of trauma, investigator biases in criminal investigations, and Clery Act Compliance. She recently received her Clery Act Compliance and Title IX Coordinator and Administrator (Level 1) Certifications.
